Israel Performance in the EU Framework Programmes

The EU Research Framework Programmes (FP) are the successful instrument of EU policymaking.
The aim of these programmes is to encourage balanced scientific and technological development in Europe.
Cooperation with European countries opened the door for Israel to the European Union's research support and contributed greatly to its integration into the European research environment.
Since 1996, Israel has participated, via separate association agreements, in the European Union's framework programmes for research and technological development.
Israeli participation in the Framework Programmes, other EU industrial R&D programmes as well as the bilateral European industrial research cooperation programmes is facilitated by ISERD, the Israel – Europe R&D Directorate.

Israel is the only country outside Europe to be a full partner in the EU’s Framework R&D programmes. Beyond trade, Israel and the EU have been collaborating in fields such as agriculture, aviation, transportation and science and in a wide variety of R&D fields (including nanotechnology, health, environment and communications).

Israel participated in the latest EU R&D Framework Programme (FP7) and in June 2014 it joined the EU’s research and innovation programme, Horizon 2020. Leading Israeli institutions have already received EU funding for innovative research, sharing their expertise and knowledge with their European counterparts.

Co-operation between EU and Israeli researchers has enabled complex scientific cross-border challenges in all spheres of the economy and society to be addressed. Collaboration also provides an important mechanism to help reinforce mutual understanding, including with regional partners.
Israel is also involved in the EU’s multilateral cooperation with partners in the Mediterranean region, This Euro-Mediterranean Partnership, formerly known as the Barcelona Process, was re-launched in 2008 as the Union for the Mediterranean. It now includes 28 EU member states of the European Union, along with 15 partners from the Southern Mediterranean, Africa and the Middle East - including Israel.

The EU believes that supporting joint projects can help create international professional contacts between different cities and citizens in the Mediterranean Basin.
Tel Aviv-Yafo's location at the heart of the southern Mediterranean and its European heritage make it a natural partner in these types of undertakings.
Tel Aviv -Yafo municipality has been involved in a wide variety of projects within the framework of EU Programmes, in a diverse selection of activities and areas such as Education, Transport and Parking, Green roads, Energy, Environment, Water Management, sustainability, Security and Emergency, Social Services, Cultural Activities, Urban Development, Human Rights and Peace.
The municipality has also been involved in a several Euro-Med regional programmes (Euro-Med Youth exchange projects, Euro-Med Youth Voluntary Service and Euro-Med Youth Training and Networking project).

Tel Aviv -Yafo municipality was an active participant in the CIVITAS 2move2 project,
an EU initiative for supporting and evaluating the implementation of integrated sustainable and energy-efficient urban transport strategies in European cities.
2MOVE2’s main objective was to improve urban mobility by advancing or creating sustainable, energy-efficient urban transport systems in the participating European cities for the benefit of all citizens, society and climate policy, respecting the environment and natural resources.

The Tel Aviv - Yafo Municipality is very interested in finding EU Consortium Partners who plan to apply for EU Calls for Proposals under Horizon 2020.
