The Municipality operates a Municipal Security Patrol (SELA) - whose purpose is to increase the sense of personal security among residents and business owners in the city.
The patrol operates 24/7 and works in conjunction with the police, Inspection Division and Camera Control Center at the Security and Emergency Services Division.
The calls are received by the 106 Plus Hotline, which refers them to SELA or to the police based on the nature of the call.
SELA operates within the purview of the Municipality pursuant to the Municipalities Ordinance. Its fields of activity were defined in the Municipalities Regulations (Security, Guarding and Public Order in a Local Authority), 5772–2011, as follows:
- Stationary and mobile protection and security in the public space and at local authority facilities, including for the purpose of preventing hostile terrorist activity.
- Assistance to the Israel Police in its operations for keeping the public peace and the public order, including guarding large-scale events.
- Prevention of damage to property of the local authority.

Notice pertaining to the operation of services pursuant to the Tel Aviv-Yafo Bylaw (Security, Guarding and Public Order), 5775-2014:
"Further to a decision taken by the Tel Aviv-Yafo City Council on September 14, 2014 and pursuant to provision Section 2(d) of the Tel Aviv-Yafo Bylaw (Security, Guarding and Public Order), 5775-2014 (hereinafter: the Bylaw), I hereby give notice of the operation of security, guarding and public order services of the nature and scope specified below, commencing on November 15, 2014:
Stationary and mobile security and guarding services in the public space and at local authority facilities, including for the purpose of preventing hostile terrorist activity, assistance to the Israel Police in its operations for keeping the public peace and the public order, including guarding large-scale events, prevention of damage to public property of the local authority, etc. The services will operate all hours of the day and night, seven days a week, and will include foot/mounted patrollers, a headquarters and control, and auxiliary means throughout the city."
